Leon Scroggins, Sr.

Leon Scroggins, Sr.

Criminal Lawyer

Leon was born in 1932 in Gallatin County, Illinois. He started his college education in 1949 at Southern Illinois University at Carbondale. Less than a year later, he enlisted in the U.S. Air Force. He was in the Strategic Air Command as an ECM Operator. During his enlistment, he served in the Korean War. He returned to SIU-C after his enlistment ended. There he met the love of his life, Beverly Fossieck, whom he later married. Leon was known as a renowned debater, winning local, state, and national competitions. He graduated in 1957 from SIU-C and obtained his law degree from Vanderbilt University in 1957.

Upon receiving his law degree, he clerked for Judge Schuman. In 1967, he was appointed first assistant United State’s Attorney for the Southern District of Illinois. When Ed Phelps left, he held acting U.S. Attorney during the Kennedy Administration. He held that position until he became the Madison County State’s Attorney in 1966. When he left as State’s Attorney, he opened a practice with the Kinder brothers named Kinder, Scroggins & Kinder. He later partnered up with Morris Chapman, and eventually ran his own private practice. In 1992, his son Morgan Scroggins joined his practice wherein the practiced together until Leon’s passing in 2001.

During his career he successfully prosecuted and defended many high crimes. He represented both white and blue collar workers. He earned his clients thousands of dollars in victories. He was proud to help anyone who needed assistance, whether they could pay or not.

Ethan is a rising talent who recently graduated law school. Ethan was born in 1996. Raised in Madison County, Illinois on a small farm, Ethan’s parents instilled in him the values of perseverance, persistence, and a detail-orientation that will serve his clients well in all stages of litigation. He attended high school at Metro-East Lutheran in Edwardsville. He then attended SIU-E and graduated with dual degrees; a B.S. in Economics and Finance and a B.S. in Business Administration.

In January of 2018, just a semester before he was due to graduate from SIU-E, tragedy struck and he was involved in a serious car accident. This accident caused him to be in the hospital for many weeks with a head injury. However, God’s blessings are unmatched. Ethan’s recovery was quick and the accident left him better equipped to handle the various challenges the law presents. With God’s blessings in tow, Ethan dominated law school as he graduated top 3 in his class. In 2022, Ethan earned his J.D. from Southern Illinois University Carbondale.

Ethan’s love for the law started at a young age. Particularly, with his mom being in the law field, Ethan had many opportunities to help clients at all stages of litigation. He was also able to work other government jobs wherein he could gain a better understanding of the courtroom and the viewpoints of the litigants. Together, Ethan has developed a familiarity with legal processes that would be difficult to match when considering other lawyers his age.

Ethan’s resume consists of employment as an intern with both the State’s Attorney’s office and the Public Defender’s office. He worked with the JusticeCorp based at the Madison County Courthouse. He also seasonally interned for the Scroggins Law Office, Ltd., for almost a decade. He practices in the fields of probate, civil, worker’s compensation, criminal, personal injury, contracts and family law.

In his spare time, he enjoys spending time with his wife, Rachel, their friends, music, playing video and board games, hunting, and participating in church.

Morgan was born in 1963 in Springfield, Illinois. In 1965, his family relocated to Madison County, Illinois when his father, Leon Scroggins, began working as an Assistant States Attorney with the Madison County States Attorney’s office. Inspired by his talented mother and father, he competed statewide during high school in acting and public speaking. Excelling in public speaking, Morgan chose early on to pursue a career in law, like his father.

After graduation in 1981 from Granite City High School, he began his undergraduate studies at Eastern Illinois University in Charleston, Illinois. He later transferred to Southern Illinois University at Edwardsville, where he graduated with a Bachelor of Science degree in government and political science. He attended law school at Southern Illinois University at Carbondale where he earned his Juris Doctorate in 1989.

Shortly after graduation, Morgan began his law career as an Assistant State’s Attorney in St. Clair County Illinois. Morgan worked under the guidance of the Honorable John Baricevic, where he honed his trial skills while handling hundreds of criminal cases. In 1991, he joined Brennan, Cates & Constance as an associate attorney handling personal injury and other civil and family litigation. At Brennan, Cates & Constance, Morgan worked under the tutelage of 5th District Appellate Court Justice, Judy Cates, and the venerable trial attorney, Mike Constance. Morgan joined his father in private practice in 1992 at the Scroggins Law Office, Ltd. where he acts as owner and senior attorney.

During his career, Morgan has successfully defended murder cases, drug cases and many other felony criminal defendants. He has produced positive outcomes during the course of practice as a family attorney and has earned his personal injury and workers’ compensation clients millions of dollars from verdicts and settlements during his career. In 2011, he married his wife Melissa Moss, also a practicing attorney. In his spare time he enjoys spending time with his wife and three children, sporting events, traveling and music. Morgan takes great pride in providing effective and personal service for his clients.

Phillip Baldwin

Phillip Baldwin

Civil / Criminal Lawyer

Phil was raised in Granite City, Illinois. He graduated from Granite City High School in 1989 and pursued his undergraduate degree at Southern Illinois University at Edwardsville. Phil began a career with the Norfolk Southern Railroad, and later the Terminal Railroad Association of St. Louis before leaving the railroad on a leave of absence after the September 11, 2001, attack on our country. Phil had taken his leave of absence to serve in the United States Army. During two combat tours to Afghanistan, he led an infantry squad with the United States Army Tenth Mountain Division. in 2006 while on patrol, Phil’s platoon was ambushed, and he sustained injuries which left him with a bad leg.

After the army, Phil completed his Bachelor of Science Degree in Political Science and continued on to pursue a law degree at St. Louis University School of Law. During law school, Phil began working at the Scroggins Law Office. After internships at the Madison County Public Defender’s office and Simmons, Hanley & Conroy, Phil settled into an associate attorney position at Scroggins Law.

Phil prides himself on his passion to help people in trouble. His practice focuses on family law issues, and criminal matters. He has made a concerted effort to reach out to the underrepresented Hispanic members of the community.
