Leon was born in 1932 in Gallatin County, Illinois. He started his college education in 1949 at Southern Illinois University at Carbondale. Less than a year later, he enlisted in the U.S. Air Force. He was in the Strategic Air Command as an ECM Operator. During his enlistment, he served in the Korean War. He returned to SIU-C after his enlistment ended. There he met the love of his life, Beverly Fossieck, whom he later married. Leon was known as a renowned debater, winning local, state, and national competitions. He graduated in 1957 from SIU-C and obtained his law degree from Vanderbilt University in 1957.

Upon receiving his law degree, he clerked for Judge Schuman. In 1967, he was appointed first assistant United State’s Attorney for the Southern District of Illinois. When Ed Phelps left, he held acting U.S. Attorney during the Kennedy Administration. He held that position until he became the Madison County State’s Attorney in 1966. When he left as State’s Attorney, he opened a practice with the Kinder brothers named Kinder, Scroggins & Kinder. He later partnered up with Morris Chapman, and eventually ran his own private practice. In 1992, his son Morgan Scroggins joined his practice wherein the practiced together until Leon’s passing in 2001.

During his career he successfully prosecuted and defended many high crimes. He represented both white and blue collar workers. He earned his clients thousands of dollars in victories. He was proud to help anyone who needed assistance, whether they could pay or not.

Morgan was in 1963 in Madison County, Illinois. Inspired by his talented mother and his father, he competed statewide during his high school years in acting and public speaking. He discovered that this was his gift and he chose early on to pursue law like his father. After graduating in 1981 from Granite City High School, he began his undergraduate education at Eastern Illinois University in Charleston, Illinois. He later transferred to Southern Illinois University – Edwardsville, graduating with a Bachelors of Science degree with a major in government and political science. He then attended Southern Illinois University – Carbondale, graduating with his law degree in 1989.

In 1989 he began his law career as an assistant State’s Attorney in St. Clair County, Illinois. He then practiced with Katz & Konzen before joining his father in private practice in 1992. In 1993, he also became an assistant public defender for Madison County, Illinois and maintains that position today. During his career he has defended murder charges, drug charges, and many other felony crimes successfully. He has also earned his civil, personal injury, and workers compensation clients millions of dollars in verdicts and settlements during his career. In 2011, he married his wife Melissa Moss, who also practices law. In his spare time, he enjoys spending time with his wife and three kids, sporting events, and music.

Phil was born in 1971 in Madison County, Illinois. He graduated from Granite City High School in 1989. He attended SIU-E and began working for the Norfolk Southern Railroad, and later the Terminal Railroad Association of St. Louis. Phil also held the position of general Chairman of the American Train Dispatches Association.

In 1992 he married his wife, Regina, and had four wonderful children.

After September 11, 2001, when the Twin Towers fell, he took leave from the railroad and joined the U. S. Army. While in the Army he was promoted to Infantry Squad leader with the 2nd Battalion, 87th Infantry Regiment of the Army’s famed 10th Mountain Division based in upstate New York. He did two tours of duty. On June 10, 2006, he was shot in the spine and foot during an ambush, which left him partially paralyzed in one leg.

After being medically retired from the Army, Phil returned to the railroad. Phil had to resign due to complications with his injury. Phil, determined not to quit or become helpless, decided to pursue his dream of becoming a lawyer. In 2010, he returned to SIU-E, graduating in 2012 with a degree in Political Science. In 2013, he was accepted to St. Louis University Law School. He graduated and passed the Illinois State Bar in 2015.

Phil has always had a passion to help people in their times of trouble. His clients will tell you he always takes time for them and goes the extra mile on their behalf. He focuses his practice on divorces and other family law issues(English and bilingual), civil trial practice, and criminal law – specializing in felonies and duis.

In his spare time, he enjoys being active in his children’s lives, being active in his church, and outdoor activities.
